Tier-2 is not a backup plan
Coimbatore, Madurai, Vijayawada, Mysuru, Kozhikode — the towns most media plans treat as 'phase two' are where the growth, the creators and increasingly the money already are.

The majority of India's 886 million internet users now live outside the big cities, and two-thirds of the country's creators come from non-metro India. The audience and the voices both moved. Media plans, mostly, have not.
Nowhere is the tier-2 story stronger than in the South. Tamil Nadu has been one of India's most urbanised large states since the 2011 Census — but its urbanisation is distributed. Coimbatore runs an engineering economy, Tiruppur exports knitwear to the world, Madurai and Trichy anchor entire regions. None of them are 'phase two' towns for the people who live there.
Why brands keep missing it
Metro-first planning survives because it is convenient, not because it is right. The agencies are in the metros, the talent lists are metro talent lists, and English creative can be reused nationally. Every one of those conveniences is paid for in wasted reach.
The tier-2 consumer is not a smaller version of the metro consumer. Category priorities differ, trusted voices differ, even platform mix differs. A campaign that treats Vijayawada as 'Hyderabad minus' will get exactly the results that assumption deserves.
Planning it properly
Split metro and tier-2 as separate audiences from day one, with separate creative tests and separate acquisition targets. Cast local creators for local trust — the Salem nano creator's recommendation carries a weight no celebrity endorsement can rent. And read the numbers by town, not by state, because that is where the differences show up first.
